Chinese electrolyser manufacturer Guofu Hydrogen Energy Equipment, also known as Guofu HEE or Guofuhee, has entered into a framework agreement with China Coal Green Energy, a subsidiary of the state-owned China National Coal Group, to develop a large-scale green hydrogen project in Inner Mongolia. The collaboration marks a major advancement in China’s efforts to expand its renewable hydrogen production capacity and strengthen its clean energy infrastructure.
Under the agreement, Guofu will supply the electrolysers required for the project, while China Coal Green Energy will provide renewable power by constructing onsite wind and solar farms. Although the precise capacity of the electrolyser and renewable energy facilities has not been finalised, both parties have agreed upon an annual green hydrogen production target of 20,000 tonnes. This output corresponds to an estimated electrolyser capacity of about 150MW to 200MW.
The hydrogen production facility will be built in phases in the city of Ulanqab, Inner Mongolia. The first phase alone is expected to produce no less than 10,000 tonnes of renewable hydrogen annually. The project will also include a hydrogen liquefaction plant to minimise transportation costs and enhance supply chain efficiency. Additionally, the liquefaction unit could be integrated with Guofu’s nearby 300MW green hydrogen project, which aims to establish a national liquid hydrogen transportation and distribution centre.
The Ulanqab initiative follows Guofu’s earlier announcement, made two months ago, regarding its partnership with the government of Siziwang Banner, Inner Mongolia, to develop a 40,000-tonnes-per-year green hydrogen facility. Combined, these developments underscore Guofu’s growing influence in China’s clean hydrogen landscape and its role in supporting the country’s decarbonisation and energy transition objectives.
The collaboration signifies an important step towards diversifying the nation’s energy portfolio, bridging the gap between traditional and renewable energy sectors. As construction progresses, the project is expected to serve as a model for large-scale integration of renewable power and hydrogen technologies within China’s rapidly evolving clean energy ecosystem.
